- Amendment 1 Vehicle Outfitting Combined Synopsis Solicitation Vehicle Outfitting This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpar12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DJM-14-A41-R-0063. This solicitation is issued as a request for proposal (RFP), for a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation document and incorporated provisions and clauses are this in effect through Federal Acquisition Circular 2005-74. This solicitation is issued as a 100% Small Business Set-Aside. All responsible Small Business sources may submit a quotation in response to this solicitation, which shall be considered. A contract may be awarded resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Small Business will be verified and proposals received from concerns that do not qualify as a small business shall be considered nonresponsive and shall be rejected upon confirmation of size standard. The North American Industry Classification system (NAICS) Code for this acquisition is 336111, Automobile Manufacturing; with a corresponding small business size standard in number is 1,000 employees. The United States Marshals Service (USMS), Management Support Division (MSD), will procure a contractor to provide Vehicle Outfitting and equipment support services for USMS Fleet vehicles. All the work shall be performed in accordance with the Performance Work Statement document and Specifications/Requirements. The Government will be establishing an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Vehicle Outfitting as described in the Performance Work Statement. The awarded IDIQ contract will be a single award IDIQ contract for one (1) base year and two (2) one (1) year option periods, exercised at the Governments discretion. The duration of each contract period is not to exceed (NTE) 365 days. The minimum guarantee on this contract is $25,000. Vehicle Outfitting work will be issued by task order. Task orders will be issued at the Governments option. Government Minimum guaranteed under this contract: $25,000.00 Contract Maximum under this contract: $6,000,000.00 Procedures the Government will use to issue task orders: The government will issue task order requirements (amount of vehicles needing outfitting) by email through the Contracting Officer. The Contracting Officer will use the negotiated prices at the award to price the type of vehicles being requested for outfitting. Contractor will provide a cost of shipping based on the location the vehicles will be sent, if applicable to the task order. Shipping will be FOB Destination. Once shipping price is negotiated a task order will be issued for the work. Activities Authorized to Issue Orders: Task order shall only be issued by USMS Headquarters, 2604 Jefferson Davis Hwy, Alexandria, VA 22301. There is no authorization for placing oral orders. Provision 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. An addendum has been included in this solicitation for Instructions to Offerors. Provision 52.212-2, Evaluation-Commercial Items does not apply to this acquisitions. Evaluation Criteria has been provides in this solicitation under Evaluation Criteria. A completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, shall be included with offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items and any addenda to the clause applies to this acquisition. Clause52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Order-Commercial Items, applies to this acquisition. Applicable FAR clauses have been cited in the clause.
