- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a Firm Fixed Price (FFP) priced delivery order under Basic ordering Agreement (BOA) N00019-10-G-0010 to Orbital Sciences Corporation (OSC), Chandler, AZ for the procurement of six (6) Orbital Front End Subsystems (OFES) Closer Approach Kits, fifteen (15) OFES High Diver Kits, seven (7) OFES Umbilical Cables, and seven (7) Booster Umbilical Cables. The delivered hardware shall meet the enhanced capabilities of the OFES configuration. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: The GQM-163A Coyote is a Supersonic Sea Skimming Target (SSST). The GQM-163A is an expendable, ducted rocket powered target capable of flying at low altitudes and supersonic speeds. Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the SSST and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
