This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-75 and DFARS change notice 20140624. Submission of written quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items as amended and attached. Verbal offers will not be accepted. The government intends to award a firm fixed price contract without discussions with respective vendors/quoters. However, the government reserves the right to conduct discussions if necessary. The anticipated period of performance of this contract incorporates a base period (12 months) and four (12-month) option periods. The tentative start date is from 27 September 2014 through 26 September 2015 for the base period and each subsequent one year Option period may commence thereafter as required. The place of performance is the National Capital Region, primarily the Pentagon. The government may also, at its sole discretion, award to more than one vendor. Description of Services The contractor shall provide non-personal services to design, develop, update, test, and deliver web-based courses in the areas of accounting, finance, auditing, budgeting (planning, programming, budgeting, and execution), cost analysis, fiscal law, audit readiness, analysis/decision support, acquisition, ethics, and other elements of DoD financial management. The government also reserves the right to conduct discussions if deemed in its best interest. This procurement is being issued on a restricted basis. Only Small Business Association Service Disabled Veteran-Owned Small Businesses may respond and are eligible to receive a contract award. The North American Industry Classification System (NAICS) Code is 611430 Professional and Management Development Training and the size standard is $10,000.000.00. This solicitation is a request for quotations (RFQ). The DOD, OUSD Comptroller is seeking web based curriculum development services for the DoD Financial Management certification program. Mandatory Registrations: To be eligible to receive an award resulting from this RFQ, the apparent successful vendor must be registered in the System for Award Management (SAM) and registrations must be current. If your Representations and Certifications are not current, go to https://www.sam.gov/ to register and update your account. There will be no exceptions. The provisions at 52.212-1- Instructions to Offerors (Attachment 0003) and 52.212-2- Evaluation Commercial Items apply to this acquisition. The addenda are attached to this solicitation as Attachment 0015. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. The addenda are attached to this solicitation as attachment 0014. The clauses at 52.212-4 -- Commercial Items Contract Terms and Conditions and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders- Commercial Items, applies to this acquisition.
