- This is NOT a request for quote or proposal. The Government hereby submits this notice of intent to award a sole-source firm-fixed price Purchase Order for the commercial services of Blacks In Government (BIG). B.I.G. provides Diversity Training to promote the advancement of education, career development, and economic conditions of African-Americans these actions contribute to increasing diversity in the DoD workplace through outreach and engagement. DoD access to the education and training events are provided through B.I.G.'s Annual National Training Institute (NTI) for the period of July 28, 2014 - July 31, 2014 and shall support the DoD Civilian Equal Employment Opportunity, Military Equal Opportunity and Diversity (ODMEO) policies and programs by providing the following: Advertising Engagement •One 10'x10' Exhibit Space at National event •DoD Advertisement and marketing materials •Recognition as key sponsor during BIG main events with brief remarks and recognition at other key events Strategic Engagement •Host for the full day BIG Future Leaders in American Government sessions for high school and college students • DoD senior leader Speaker during the DoD Meritorious Service Awards   Access Engagement • DoD participation as a judge during the BIG Student Cyber and Oratorical competition • DoD participation in the FLAG Luncheon with speaking opportunities for DoD senior leaders •DoD table at the Closing plenary and banquet Other Logistical Support •Audio-visual equipment including screen, LCD projector, sound equipment, podium, microphones, etc. This sole source contracting action is pursuant to the Federal Acquisition Regulation (FAR) Sub-Part 13.106-1(b)(1)(i) Soliciting from a single source and complies with Title 5 of the Code of Federal Regulations (CFR), Chapter 41 and 5 CFR 410.404. This hereby constitutes a synopsis of this procurement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national training institute. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will only be considered for the purposes of determining whether to conduct a future competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
