Description
This is a sources sought, Request for Information (RFI) only. This is not a solicitation for quotations and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests. All costs associated with responding to this RFI will be solely at the interested party's expense. The purpose of this sources sought is to gain knowledge of potentially qualified small businesses, and their socio-economic classification. Please do not request a copy of a solicitation, as one does not exist. The U.S. Department of Commerce Building, known as the Herbert C. Hoover Building (HCHB) was built in 1932. The HCHB is a 1.8 million gross square foot office building with approximately 3,500 tenants, and is considered to be a historic National Landmark building. The Office of Building Management (OBM) is responsible for the operation, maintenance, and repair of the HCHB. The purpose of this acquisition is to provide services to clean storm water drainage systems throughout the Herbert C. Hoover Building. These systems include: •Clean out of all roof drains and associated piping between the roof and outflow to the city utility (twice annually during base year and once annually during option years) •Clean out of all open gutter and cornice drains above the 1st floor (twice annually during base year and once annually during option years) •Clean out of drainage systems serving parking courtyards and garages once annually •Vacuum scavenging of sand traps in garages and around the building once annually •Removal, hauling, disposal, regulatory fees, and all other costs associated with disposal of wastes generated in the project SCOPE General Conditions Bulk wastes removed from drainage systems are to be contained and removed from the site by the contractor. No materials are to be disposed of onsite or washed down the building façade or gutter systems. All materials shall be disposed of as required by all relevant regulations. The contractor is responsible for all necessary fall protection, training, and supervision to insure the safety of personnel working on elevated surfaces. The contractor shall present a safety plan prior to the commencement of any work on site demonstrating proper training of personnel, maintenance of equipment, and proper work practices for review by the government. During the contract period the contractor shall also provide all periodic inspections of building fall protection equipment by competent personnel as required by OSHA. The first such inspection will take place prior to any other contract work commencing. The contractor shall supply the COR with a written report documenting this inspection and any findings within five (5) calendar days of the inspection. Evidence of OSHA compliant safety training including 29 CFR subpart M Fall Protection 1926.500 thru 1926.503 for all personnel working on site must be presented prior to the beginning of any work and available at any time during work. Lack of such evidence will be grounds for the government to require the removal of personnel from the site immediately. The contractor will comply with all applicable District of Columbia and Federal safety and environmental regulations to include all OSHA Fall Protection requirements. The contractor shall notify the COR of any unforeseen conditions preventing completion of the contract work in writing within one (1) hour from becoming aware of such conditions. Contractor shall demonstrate proper drainage of all systems as requested by the COR using contractor provided hoses. Any failure of systems to drain within thirty (30) calendar days following contract work shall require the contractor to repeat the relevant cleaning at no additional cost to the government. Contractor shall repair any damage caused by contract work to the building or its systems at no additional cost to the government. Repairs shall be of the same workmanship, design, and materials as the original system. Contractor shall maintain the building in a clean and orderly manner at the end of each work day. Any trash or degradation of building surfaces shall be repaired by the contractor immediately at no additional cost to the government. Systems to be maintained are existing and part of historical construction. All contractors shall survey the existing conditions prior to bid and include all necessary provisions and practices for maintenance in bid price. The contractor will be responsible for the removal and reinstallation of all covers, grates, manholes, and other service elements used to provide access. Roof drains and associated piping The contractor shall clean out roof drains (defined as any opening in the pipe leading to the storm water drainage system from outside the building envelope) and associated piping twice per year during the base year and once per year during the option years. This includes drains in roofs (other than parking courtyard surfaces) between the 1st floor level and the highest elevation of the building. Associated piping is considered to be all piping conveying storm drainage between any roof drain and the connection of building storm water drainage to the public utility. One cleaning shall take place between September 1 and October 31 each year. The other shall take place between April 1 and May 31 in the base year.. The contractor shall present the COR with a schedule for cleaning at least seven (7) calendar days in advance of activities commencing on site. Gutter and cornice drains The contractor shall clean out gutters and cornice drains twice per year. One cleaning shall take place between September 1 and October 31 each year. The other shall take place between April 1 and May 31 in the base year. The contractor shall present the COR with a schedule for cleaning at least seven (7) calendar days in advance of activities commencing on site. NOTE: For sections C.3.b and C.3.c the ‘twice per year service' will only be required during the Base Year. For Option Years 1 thru 4, the services under these sections shall only be required annually (between April 1 and May 31 each year). See Note in Attachment 1/ Price Schedule for Base & Options. Parking courtyards and garages The contractor shall clean all drains, catch basins, trenches, and other drainage elements serving the two (2) parking courtyards along with all associated piping once per year. The cleaning shall take place between September 1 and October 31 in the base year. The option years will be done between April 1 and May 31. The contractor shall present the COR with a schedule for cleaning at least fifteen (15) calendar days in advance of activities commencing on site to allow coordination of parking. The north and south courtyards shall NOT be cleaned on the same weekend. Sand traps The contractor shall clean the seven (7) sand traps serving the building storm water drainage system once per year. All materials and debris in the traps will be removed by vacuum scavenging and disposed of offsite according to all relevant regulations. The cleaning shall take place between September 1 and October 31 in the base year. The option years will be done between April 1 and May 31. The contractor shall coordinate any necessary impacts on streets of the District of Columbia, and be responsible for associated permitting and fees. The contractor shall notify the COR of such impacts and present documentation of necessary permitting, along with a schedule for cleaning, at least fifteen (15) calendar days in advance of activities commencing on site to allow coordination of parking. Period of Performance: Base Year and four (4) one-year options.
