- Statement of Woark This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13. The synopsis/solicitation constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-74. THIS ANNOUNCEMENT CONSTITUTES the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The associated North American Industry Classification System (NAICS) code is 611310, which has a corresponding size standard of $27.5M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA has a requirement to procure Reprocessing In Support of NOAA CDR Program in accordance with the attached Statement of Work. NOAA has worked on this requirement in the past with George Mason University. It is anticipated that this relationship will continue; however, this is not a sole source requirement and competitive quotes will be accepted. BASIS OF AWARD Award will be made to the responsive offer that provides the Best Value in meeting the technical requirements first and the price to the Government. Offerors must submit all questions concerning this combine synopsis/solicitation to joseph.feibel@noaa.gov. Questions should be received no later than 1:00PM local time on July 28, 2014. Please submit quotes to joseph.feibel@noaa.gov and reference purchase request number NEED2000-14-01176 in subject line of your email and your quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 2005-74-. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
