- Pursuant to the authority of FAR 13.106-1(b) (1) (i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Health and Human Services (HHS) Office of the Secretary of Health (OASH) Office of the Surgeon General (OSG) has a critical need to update the Process 360 of the PHS CCBPM mission critical system to current versions to meet Security Requirements. The Process 360 version installed at PHS is V. 9.5.1 which was released in February 2008. Recently an internal security audit has identified multiple violations as a result of outdated Process 360 software and the software must be upgraded immediately to protect both the application data (Including Personal Identifiable Information (PII)) and network integrity. The Government intends to negotiate on a sole source basis with the "iDoxSolutions" for this requirement. DHHS requires that it be provided Information Technology system administrative services to support the upgrade from Progress 360 v. 9.5.1 to Process 360 v. 10.4 and the installation and configuration of four (4) new Servers that will replace the four old End of Life servers currently in Production in the CCBPM system. iDoxSolutions installed and customized the PHS CCBPM system in 1998 and implemented customized business rules for the Public Health Service. iDoxsolutions is the only company serving the Federal government that has experience with successfully performing a major upgrade to the OpenText software environment This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the requisite services may submit capabilities statements. The email subject line must reference OS133763 Capability Statement. All responses are due by July 25, 2014, 4:00PM Eastern time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
