- Description
- The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has a requirement for the design and installation of a video surveillance system for Palmyra Atoll National Wildlife Refuge. Palmyra is located approximately 1,000 miles south of Hawaii. The Service will provide transportation from Honolulu to Palmyra and back and any fess associated with the stay on the Atoll while the system is being installed. The system required would deliver a live, controllable streaming video feed via satellite from Palmyra Atoll to viewers anywhere on the Internet. The system would include at least two cameras, one terrestrial that offer pan/tilt/zoom plus the lens wash and wipe features necessary for a remote, near saltwater environment and the other an underwater unit that can be deployed in a near shore coral reef environment no more than 300 meters from the transmission system. The system would be autonomous and fully powered by solar energy. The components need to be resistant to high rainfall, humidity and insects. The system would serve as a prototype for future units on a more remote, unoccupied sites so ruggedness and security features would be desirable. The contract will include all hardware components, installation of the remote cameras at Palmyra, and a 1 year internet streaming service. Job should start in October 1, 2014 and be completed on or before September 30, 2015. Requirement is set aside for small business firms. Applicable NAICS code is 334310. Small business size standard is 750 employees or less. Associated Statement of Work for this requirement to be included with solicitation package issued hereafter and provide more specifics of requirement. Basis for award will be best value based upon technical capabilities, past performance and price. Technical capability and past performance, when combined, are more important than price.
