Description
NASA/GRC has a requirement for an airborne Iso-Kinetic evaporator Probe (IKP-2). The statutory authority permitting other than full and open competition, which is 10 U.S.C. 2304(c) is (1): only one responsible source and no other supplies or services will satisfy agency requirements. NASA/GRC intends to purchase the items from Science Engineering Associates, Inc. (SEA) of Mansfield Center, CT. Science Engineering Associates, Inc. developed, built, and tested the first IKP-2 for NASA in 2013. The current procurement action is to procure an identical instrumentation system to the one previously developed in order to have commonality in the measurements of both probes. The design information for the IKP-2 is owned by SEA, therefore, SEA is the only source to perform the build of the 2nd IKP-2 and provide the support equipment associated with the instrument. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 6, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
