REFERENCE DOCUMENT 1.1.1 (b) REFERENCE DOCUMENT 1.1.1 (a) PHOTO REFERENCE DOCUMENT 1.1.1 (c) STATEMENT OF WORK J- PERFORM TRAWL WINCH WIRE RENEWAL AND LEBUS SHELL INSTALLATION ABOARD NOAA SHIP PISCES. NOTICE DATE: JULY 23, 2014 Notice Type: Pre-solicitation NAICS: 336611 - SHIP BUILDING AND REPAIRING Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to perform trawl winch wire renewals and Lebus Shell installations aboard the NOAA Ship Pisces, Pascagoula, MS. Provide all labor, material and equipment in accordance with the attached Statements of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 336611, which has a corresponding size standard of 1,000 employees. A Solicitation will be issued July 23, 2014 and will close July 31, 2014. The total period of performance for all work specified in the Statement of Work is August 11, 2014 through August 15, 2014. The ship will not be in port until August, however, the Lebus Shells which are going to be installed, are in stowage at the NOAA warehouse and can be viewed by request. Arrangement can be made to view the Lebus shells by contacting Brain Kelly at 228-769-1155 or LT Heesch at 228-769-0307. Evaluation factors for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Past Experience: Vendors shall provide a minimum of three jobs of similar scope, size and complexity within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 5, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
