- 1. Solicitation This is a funded requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M-14-A31-R-000000306 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. All responsible sources may submit an offer to be considered by the agency. 2. Acquisition Details The TYR Tactical Low Profile Brokos Belt offers load carriage for comfort and accessibility. It is created with revolutionary PV material for durability and weight reduction. The TYR Tactical Base Belt-D with 2" Cobra Buckle is compatible with the XFrame, Low Profile, and Standard BROKOS Belts. The Low Profile Brokos Belt has molle loops sewn into the outside of the belt, thereby allowing the user to attach molle type pouches. It also has a Velcro strip on the inside of the belt to attach Velcro type pouches. The Special Operations Group unit has tested and evaluated several rigger belts and gun belts over the past few years. SOG has determined that the Tyr Low Profile Brokos Belt and Base belt are the better belts on the market today when compared to other of the same requirements. These belts were specifically designed, tested, evaluated, and issued by and to numerous US Military Special Operations Units. SOG members have tested the belt on enforcement missions, training, and while deployed overseas. "This is a brand name or equal requirement"; any item with the same salient physical, functional, and performance characteristics of the brand name item will be accepted. If providing an equivalent item, interested parties must submit clear and convincing documentation that the submitted model is, in fact, an equal item. An item will be deemed an equal item if it has all the characteristics listed under CLIN 0001 through CLIN 0012 below. The North American Industry Classification System (NAICS) code is 423910. 3. Award The Government will award a firm fixed price contract for the Special Operations Group located in Pineville, LA. EVALUATION PROCEDURES: The government will award a contract resulting from this solicitation on the basis of a ‘Lowest Price Technically Acceptable' (LPTA) approach. An award will be made to the lowest evaluated offer that is technically acceptable. If providing an "or equal" item, the offeror must provide descriptive literature for consideration.
