- Developmental Test and Evaluation (DT&E) Services Sources Sought The Defense Health Agency (DHA)/PEO DHCS is issuing this SOURCES SOUGHT as a means of conducting market research to make appropriate acquisition decisions and to gain knowledge of potential qualified vendors interested and capable of performing the work. PEO DHCS is seeking information from companies who can provides for performance of Independent Developmental Test and Evaluation (DT&E) services to include establishing, managing and maintaining multiple DT&E environments in remote and local facilities and accomplishing software testing and related tasks of DHCS Government developed and integrated Commercial-off-the-shelf (COTS) products.
