Description
This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures. This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The announcement number for this acquisition is RFQ-NIH3439932 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is August 6, 2014.This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 423440 and has a company size of 100 employees. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institute of Nursing Research intends to procure on a sole source basis from Seahorse Bioscience, Inc. a Extracellular Flux Analyzer, XFp FluxPak, Cell Mito Stress Test Kit, a Glycolysis Stress Test Kit, XF Base Medium. The Seahorse Extracellular Flux Analyzer measures mitochondrial respiratory status by detecting metabolites of respiration. Normal polymerase chain reaction machines detect amplified genes. This machine differs by detecting amplified metabolite products instead of genes.Seahorse Bioscience iExtracellular Flux Analyzer is only manufactured by Seahorse Bioscience. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), August 6, 2014. Responses must me submitted to Tonia Ellen at ellent@od.nih.gov All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference the announcement number on all correspondence.
