Description
The Defense Information Systems Agency (DISA) intends to negotiate on a sole source basis with Dream Hammer Inc., 501 Colorado St., Ste 300, Santa Monica, CA 90401 for continued Development of the Mercury Spectrum under the authority of FAR 6.302-1(a)(2)(iii). The current contract was awarded as a 8a Sole Source in February 2012 with one option year. Dream Hammer has since graduated from the 8a program. The Small Business Administration has removed this requirement from the 8a program. The contract is for the continued development and maintenance of the Mercury Spectrum Collaboration Application. Mercury enables organizations to request and receive frequency assignments in support of Humanitarian Assistance/ Disaster Relief (HA/DR) events. Mercury represents a unique capability in the ability of the application to allow transnational coordination in an unclassified environment. The Government requires the continued development of the spectrum collaboration application while seamlessly maintaining availability of the application for the users. Mercury must function with all major browsers and be backwards compatible at least three major releases (e.g. must presently work with Internet Explorer 7.0 through 10.xx). The application must be maintained on multiple instances with redundancy and automatic handover in the event of failure due to the need to maintain availability. Servers must be scalable to support major operations in the event of a humanitarian assistance/disaster relief effort. Government requires flexibility in user support in addition to making minor development changes in support of dynamic user requirements. All known cyber security best practices are to be followed to ensure security of the application and protection of the users. Source code must be signed via publically verified certificate authorities and servers must be secured using digital certificates to match Domain Name Server (DNS) entries. As part of the architecture, SMTP and DNS servers must be configured and maintained to provide notification messages and access to the sites. Government requires a functional knowledge of electromagnetic spectrum management operations business practices. Government requires proficiency in Java, Glassfish, MySQL, ExtJS, HTML5, Open DS, and NASA World Wind. Government requires the use of a configuration management system with backups to provide multiple years of revision history and data archival. This notice of intent is not a request for proposals or quotations. Interested persons may identify their interest and capability to respond to the requirement by submitting a written response to the contracting officer by July 31, 2014, no later than 2:00pm Washington D.C. local time. Timely responses will be considered by the Government solely for the purpose of determining whether or not to compete the requirement. Responses must include information sufficient to enable the Government to evaluate the person's capability to meet the DISA's requirements stated above. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
