- This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures. This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The announcement number for this acquisition is RFQ-NIH3454940 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is August 6, 2014.This acquisition will be processed under Simplified Acquisition Procedures (SAP).The associated North American Industry Classification System (NAICS) Code is 541690 and has a size standard of $7.0M. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of Division of Technical Resources (DTR) intends to procure on a sole source basis from Synergistic Systems Inc.for computer consulting services for ISO 9001 Certification.DTR needs technical expertise to review the Quality System Manual (QSM), Gap Analysis and other documents developed to support ISO 9000 certification. The adequacy of these documents must be verified and any gaps found should be identified and support provided to mitigate them. Support needed includes: Provide continuing consultation to support maintaining ISO certification. This includes providing support during annual system wide audits, management reviews, database changes and updates, document control services for a minimum of twelve (12)per year, two (2)site visitations to include travel expenses and quarterly web-based meetings with a four (4) option period subject to a continued need for support and or the availability of funding,liason services with DNV ISO Registar and Web-based Quality Management System Training (QMS). This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), August 6, 2014. Responses must be submitted to Tonia Ellen at ellent@od.nih.gov All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference the announcement number on all correspondence.
