Description
NOTE: The Solicitation documents, including specifications and drawings, will be available electronically on or about August 14, 2014. The Chalmers P. Wylie VA Ambulatory Care Center (VAACC) has a requirement for Project 757-200, "Build Specialty Care Addition" per the drawing and specifications. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside (S.D.V.O.S.B.) The S.D.V.O.S.B. contractor or a S.D.V.O.S.B. sub-contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. Additionally, this acquisition will be conducted in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Do not send questions to this notice. Questions will be accepted electronically after the solicitation has been published. A Firm-Fixed Price Construction Contract is anticipated to be awarded. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, general construction, alterations, mechanical and electrical work and to furnish labor, management, transportation materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications or reasonable implied at the Chalmers P. Wylie VAACC, 420 N. James Rd. Columbus, Ohio 43219-1834. Solicitation documents, including specifications and drawings, will be available electronically on or about August 14, 2014, at the following website: www.fbo.gov. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE WEBSITE FREQUENTLY, AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this project is between $ 5,000,000.00 and $10,000,000.00. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov and currently registered in System for Award Management (SAM) at www.sam.gov. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $ 33.5 million. The proposed contract will encompass work: Period of performance is 450 days from the Notice to Proceed. Work shall include all labor, material, equipment and supervision required to complete project "Build Specialty Care Addition" at the Department of Veterans Affairs, Chalmers P. Wylie VAACC, 420 N. James Rd, Columbus, Ohio 43219-1834. This project will build an approx. 22,000 square foot addition to the Southeast corner of Building 1A that will house Logistics (office and Medical Supply), Pulmonary, Audiology and reception for Radiology. The project will include remodeling at the tie in locations. This project will include site work, concrete, drilling, structural steel, carpentry, casework, insulation, steel wall panels, joint sealers, doors, windows, builders hardware, flooring, gypsum wall board, light gauge framing, painting, acoustical ceilings, specialties, plumbing, fire suppression, HVAC, Electric and technology. All phases of work shall be complete within 450 calendar days after receipt of Notice to Proceed.
