Description
The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Department of Defense (DoD) Information Analysis Center's (IAC) Program Management Office (PMO), is releasing this special notice to inform interested parties about the Government's interest to establish a Section 845 Other Transaction Agreement (OTA), with an eligible entity or group of entities, to include industry, academic, non-profit, and not-for-profit partners, for research and development efforts to support the Information Analysis Centers (IACs), chartered by the Department of Defense (DoD), for a coordinated research and development program designed to re-use energy-related prototype technologies and scientific and technical information (STI) that are directly relevant to weapons or weapon systems. The DoD IACs operate in accordance with DoD Instruction 3200.14, Principles and Operational Parameters of the DoD Scientific and Technical Information Program, 13 May 1997 through Change 3 dated 28 June 2001. DoD IACs function as specialized subject focal points, supplementing the Defense Technical Information Center (DTIC) services within DoD in accordance with Instruction 3200.12, DoD Scientific and Technical Information Program (STIP), 22 Aug 2013. The IAC PMO mission is to collect, analyze, synthesize, produce, and disseminate worldwide Scientific and Technical Information (STI). Its vision is to drive innovation and technological developments by anticipating and responding to the information needs of the DoD and broader community, while enhancing collaboration through integrated development and dissemination. Additional information about the DoD IACs is available at http://iac.dtic.mil/. The Government is anticipating establishing a Section 845 Prototype Other Transaction Agreement with a consortium that has significant non-traditional contractor participants that are designed to build upon, re-use and augment existing STI and fosters weapons systems Technology Domain Awareness (TDA). TDA is the effective understanding of the technology landscape as it relates to current and future defense capability needs. The DoD IACs' TDA initiative is DoD's focal point for harvesting innovations from the commercial and non-defense marketplace, ensuring the development of better, cheaper, AND faster defense capabilities through technology reuse based on a foundation of: 1) Technology lessons learned; 2) Warfighter insights; and 3) Technology marketplace awareness TDA means: * Creating shared market awareness between defense consumers and innovation producers in academia and industry. * Lowering barriers to entry for innovation in the defense market. * Aligning technology sources, uses and incentives to create an extended defense innovation ecosystem. * Incubating a defense innovation base that supports the development of better, cheaper, AND faster products. * Developing an information-based learning context for rapid innovation. * Realizing economic efficiencies through co-investment. Section 845(a)(2) of the National Defense Authorization Act (NDAA) for Fiscal Year 1994, Public Law (P.L.) 103-160, as amended (Title 10 United States Code (U.S.C.) Section 2371 note), authorizes the Secretary of the Army (SA) to carry out prototype projects that are directly relevant to weapons or weapon systems. In accordance with the above referenced law, the Government must ensure that no official of an agency enters into an Other Transaction Agreement (OTA) for a prototype project under this authority unless, there is significant nontraditional defense contractor(s) participation in the prototype project; or at least one third of the total cost of the prototype project is to be paid out of funds provided by parties to the transaction other than the Federal Government. It is anticipated that industry members may propose forming a consortium, that would seek to work with the Government, through an OTA agreement in the below areas. Any company, university, or research organization is eligible to join the consortium. The Government is seeking interested parties that are willing to join and/or establish a consortium with collective expertise in the following technology areas specifically related to re-use of prototype technologies and STI, and promoting TDA related to Energy Technologies: Operational Energy Technologies Objectives: Innovative technologies, processes, methods, facilities and capabilities are sought to identify, develop, test, provide access to, and improve technologies resident in universities, private and federal labs, incubators and industry that are focused on DoD operational energy requirements related to weapons and weapons-systems. At the operational level, DoD seeks to maximize energy systems security, assurance, environmental quality (i.e., reduce adverse environmental impacts), and the use of non-fossil sources, while minimizing threats, cost, consumption, and energy-related logistical requirements. Efforts under this technology objective area may include: * Technologies for forward bases that increase energy generation, security and resilience, make use of mobile platforms to reduce costs, expand autonomy and ease of deployment, improve storage capabilities and make better use of smart grid systems. * Improvements for disaster/humanitarian relief energy and water technology applications that increase deployability, utilize energy reclamation and power conversion and reduce adverse environmental impacts. * Novel ideas and technologies for service member power and energy power generation systems that are cost-effective, deployable, reduce consumption, facilitate the human interface, and reduce logistics requirements for storage. * Capabilities for efficient engines, motors and drivetrains, making use of advanced electronics and engineered resiliency, to reduce weapons and weapons platforms power and energy consumption, improve systems security, reduce reliance on non-fossil fuel sources and reduce weapons systems - power related logistical requirements and lower costs. * Methods and capabilities for more secure, resilient and improved energy-generating, transmission and storage systems performance, in order to lower costs, reduce equipment size and weight, expand use of high-density fuel and minimize threats, especially through use of advanced electronics and electronic protection features. * Novel technologies for non-fossil fuel sources that will improve autonomy, reduce or eliminate waste and emissions and mitigate all environmental impacts. Installation Energy Objectives: Innovative technologies, processes, methods, facilities and capabilities are sought to identify, develop, test, provide access to, and improve technologies resident in universities, private and federal labs, incubators and industry that are focused on DoD installation energy requirements related to weapons and weapons-systems. At the installation level, DoD seeks to maximize energy systems security, assurance, environmental quality (i.e., reduce adverse environmental impacts), and the use of non-fossil sources, while minimizing threats, cost, consumption, and energy-related logistical requirements. Efforts under this technology objective area may include: * Advancements and optimal use of wind, solar, nuclear, water/marine, thermal power systems, lignocellulosic and algal biofuels to reduce reliance on fossil fuels, mitigate environmental impacts and lower costs. * Novel ideas and technologies that focus on additional development of waste-to-energy systems, water and waste reclamation and treatment, and gas-to-liquids technologies, especially those that improve resiliency and autonomy and reduce costs and environmental impacts. * Enhancements that make use of engineered resilient systems, and advanced electronics to improve distributed generation, storage and smart grid systems, reducing human interface burdens and enhancing security and electronic protection features. * Improvements in building energy efficiency and reduce waste and emissions to reduce costs and minimize energy consumption and logistics requirements. * Technologies for emergency response and bringing power to isolated communities that improve energy autonomy, make use of engineered resiliency, minimize costs, and reduce consumption and logistical requirements. An Industry Day is planned for 16 July 2014, from 8:30 AM to 4:30 PM EDT, providing Industry/Academia with the opportunity to obtain further details and engage in discussion on Government requirements with the Government sponsors. Specific details of the Industry Day have been provided below. This Industry Day will serve as an initial opportunity for interested members of industry and academia to meet and discuss details with the DoD IACs: Industry Day Event: Date - 16 July 2014, from 8:30 AM to 4:30 PM EDT; Location: Defense Logistics Agency Headquarters Auditorium (Andrew T. McNamara Complex), 8725 John J. Kingman Rd, Fort Belvoir, VA 22060. Attendees must send their name, title, organization, email address, whether or not they have a CAC card, and telephone number to iacconference@dtic.mil, no later than 12:00 PM EDT on 07 July 2014. Once that information is received, attendees will be provided with additional information regarding directions to the complex, parking, check-in, etc. Please direct any questions regarding this registration process to Lisa Diernisse (703) 767-9121 or Phil Guilllaume (703) 767-9180 or email iacconference@dtic.mil. Additionally, as of 01 May 2014, all non-DoD visitors to the DLA facility without a Common Access Card (CAC) (including military retirees if they lack a CAC) must be cleared prior to being granted access to the DLA complex. Clearance requests for visitors must be submitted to visitor.access@dla.mil, with a copy to iacconference@dtic.mil, no later than 12:00PM EDT on 07 July 2014. Please see attached DLA Form 1818 in this posting. No foreign nationals will be permitted to attend. Be sure to include the following information listed below for your visitors. You must fill out Blocks 2 Name of Requester, 4 Telephone #, 9 Gender & Full Name, 11 SSN, and 12 Date of Birth. This information will be used to conduct a search in the National Crime Information Center (NCIC). When you forward the email, please ensure that it is encrypted, since it includes PII. Understandably, some non-DoD visitors may be reluctant to provide us personal information through email or fax. Here are two alternatives for you to use: a) You can leverage the Army's Safe Access File Exchange. This allows non DoD visitors to send encrypted emails to.mil recipients. [visitor.access@dla.mil] After the execution of the Industry Day, the Government anticipates responses from this announcement from interested parties, with an eligible entity or group of entities, to include industry, academic, non-profit, and not-for-profit partners, for research and development efforts to support the IACs. Responses can be sent to Mr. Peter Gerhard, Contract Specialist, via email at peter.w.gerhard.civ@mail.mil. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. Responses should contain the interested parties' experience and capability information. In addition, if any existing consortium wishes to respond as an entity, the response shall include consortium name, vision, mission statement, goals, membership (indicating traditional and nontraditional defense contractors), success criteria, metrics, management framework, articles of collaboration/by-laws, Consortium Member Agreement (CMA), accounting practices, fee structure, and other information which the respondent considers of assistance in developing successful Government/academia/industrial partnerships. In addition, the interested parties shall provide specific experience in technology areas listed in this notice along with a description of their capabilities for the categories under which they have experience. Electronic responses are to be in Adobe PDF or Microsoft Word format using a size 12 font with one inch margins. Adobe PDF format is preferred. Responses should include a cover letter and at a minimum, provide the following: 1. A cover letter 2. A cover page labeled with the heading, Re-Use of Energy-Related Scientific and Technology Information (STI) for DoD Prototypes, name of company, name of corporate point of contact (POC), name of technical POC, telephone number for each POC, full mailing address, e-mail addresses for each POC, CAGE Code, and any other pertinent information. 3. No more than twenty (20) pages of technical information including: (a) Narrative describing how the specified technical requirements would be addressed and fulfilled (b) Corporate competencies and past performance experience with regard to development and modification of systems including relevant history of ability to develop and integrate similar technologies. (c) An indication as to whether the technology is sufficiently mature to build and demonstrate, or whether additional development would be more appropriate prior to a subsequent build. (d) Describe any Independent Research and Development (IRAD) programs applicable to this announcement regarding Government modified commercial systems for applications such as this. (e) Describe experience gained by working on projects that span the three services and the other defense agencies, as well as affiliations, associations, and specific involvement in and with the federal and non-federal research and development, testing and engineering community, sufficient to demonstrate a well-established presence in that community. (f) Describe experience in monitoring, extracting and re-using STI from current and historical sources across Government, industry, and academia, your experience contributing to energy-related technology domain awareness, and experience promoting efficient and effective energy-related STI dissemination and sharing. In regard to those respondents who will be submitting a Letter of Intent as an existing or prospective Consortium, a primary Letter of Intent which represents the Consortium as a whole, and provides sufficient details on the proposed intent of the Consortium and its structure, shall be submitted to the Government. In addition, a separate Letter of Intent shall be provided by EACH individual company, academic institution, or non-profit organization that anticipates becoming a member of the Consortium. These individual letters shall briefly provide additional details on how and what technology resources/capabilities prospective members will specifically contribute to the identified technology areas of the proposed OTA and the Consortium as a whole. It is specifically noted that these individual letters shall be DIRECTLY submitted to the Consortium leader, and ultimately provided as a supplemental attachment with the Consortium's primary Letter of Intent to the Government. This will ultimately allow the Government to effectively determine if the Consortium is a viable source for the identified technology areas under the proposed OTA, within an efficient timeframe. The U.S. Government does not intend to award a contract on the basis of this announcement. All information is to be submitted at no cost or obligation to the Government. The Government is not obligated to notify respondents of the results of this announcement. The Government reserves the right to reject, in whole or in part, any private sector input, as a result of this announcement. If a formal solicitation is generated at a later date, a separate solicitation notice will be published. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. No sensitive or classified information will be discussed. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts.
