- The Internal Revenue Service (IRS) intends to conduct a sole source procurement with Corporate Executive Board, 1919 North Lynn Street, Arlington, VA for renewal of a one year membership for the CLC Human Resources. The Period of Performance August 15, 2014 through August 14, 2015. Services Included in the CLC Human Resources Subscription: An annual subscription entitles clients to the following services from CLC Human Resources: RESEARCH AND BEST PRATICES: • Access to proprietary quantitative studies on such topics as: employee engagement/satisfaction, increasing the business alignment and effectiveness of HR, HR performance and capabilities, performance management, succession planning, employment value proposition design, workforce planning, and metrics & measurements just to name a few (available online or via hardcopy) • Access more than 10,000 research briefs/white papers completed by the CLC • Ability to request custom research projects (white papers) from the CLC's research staff, as needed • Best Practice profiles of leading human capital organizations • Access to research briefs and pulse benchmarking data TOOLS, TEMPLATES, ONLINE SUPPORT • Ready to use templates and/or project plans for use with any current or future organizational approach • Unlimited online access to CLC research website and tools • Access to functional assessment diagnostic tools • Access to employee pulse survey tools • Access to HR field staff training portal which includes elearning modules, communication guides, and job aides WORKSHOPS, MEETINGS, AND TRAINING • Attendance by the Chief Human Capital Officer and/or a designated deputy to an annual Executive Conference (hosted in Washington DC and other US cities) to stay abreast of LDR's most urgent research issues • Notification of upcoming events, teleconferences, and webinars • Access and connection to a network of peers within the public and private sector to network and learn from one another • Access to a set of virtual (phone based) training session for organization managers and leaders and functional staff • Provide unlimited access/consultation with the CLC administrative staff or account executive, as needed UTILIZATION REVIEW • A summary of member team utilization and support provided to member through CLC can be provided as needed or on a cadence determined at initiation of the subscription There will be no additional charge for any service. All costs are included in the annual subscription charge. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements." The NAICS is 541519. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may provide a written response to this Notice, to be received by the IRS no later than 1:00 P.M., July 30, 2014. Responses that clearly demonstrate the ability to meet all requirements and that it is more advantageous to the Government will be considered.
