Description
Signature Page for JOFOC JOFOC The Center for Disease Control and Prevention (CDC), Office of Science and Public Health Practice (SPHP) within the Office of Public Health Preparedness and Response (OPHPR), Office of the Director (OD) intend to award a sole source purchase order to Johns Hopkins University, for the purchase of services to assist with preparedness and emergency response activities to aim to prevent the negative impact of a public health emergency on affected communities. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541720, Research and Development in the Social Sciences and Humanities. The purpose of this acquisition is to purchase services for work that has already been started by Johns Hopkins. This is a follow on Contract to a Grant with Johns Hopkins. The National Health Security Preparedness Index (NHSPI) project was also spearheaded by CDC in 2011. The NHSPI examines the health security preparedness of the nation by looking collectively at the health security preparedness of states. The Index results are updated annually, with the first version of the Index having been released in 2013. Subsequent iterations of the model will involve addition of and/or modification of domains and subdomains, along with addition and deletion of measures, as informed by stakeholder input and scientific research. In late 2014, sponsorship of the NSHPI will transition from CDC to the Robert Wood Johnson Foundation (RWJ). JHU and CDC have invested a vast number of hours and effort into the project over the last three years. It would not be beneficial for the Government to seek other sources as this time due to the deep involvelment of JHU with research and development of the project. The resultant contract will support high priority CDC efforts towards building the scientific evidence-base and its application to public health and health systems preparedness, response, and recovery. Thus, Johns Hopkins University, is the recommended firm to complete the services under this follow on Contract. See attached JOFOC and approval. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Johns Hopkins University. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by July 28, 2014. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
