- Fleet Logistics Center Puget Sound will be soliciting for Telecommunications Support Services in support of NCTS-Far East Yokosuka, Japan. It is anticipated that the Government will award one base year and two one-year option periods for the required services. The period of performance for the base year of this procurement will begin at the time of award and continue for one year thereafter. The first option year will begin at the expiration of the base year and continue for a period of one year. The second option will begin at the expiration of the first option year and continue one year after it is exercised. This acquisition will be negotiated on a 100% Small Business Set-Aside basis via the NECO website. Special attention should be paid to the percentage of work sub-contracted to large businesses. A small business concern MUST perform more than 50% of the work itself and may not subcontract more than 50% of the work to a large business. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date. It is anticipated that the solicitation will be posted to the NECO website on or about 01 August 2014 with proposals due by 01 September 2014. A Firm Fixed Price (FFP) services type contract will be awarded in accordance with FAR parts 12 and 13.5. All responsible sources may submit a proposal which shall be considered by FLCPS. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Electronic submission of proposals/quotes is not available at this time. Emailed or faxed completed solicitations are acceptable. Electronic submission of proposals/quotes via NECO is not available at this time.
