Attachment 2-The Instructions to Offerors has been amended to reflect the extended response dates. This is an amendment to extend the response date an additional 30 days. All respective details are the same and have not been changed in this announcement. REQUEST FOR QUOTE Solicitation Number: HQ0034-14-R-0137 Amendment Number: HQ0034-14-R-0137-U0001 Equipment Transparency Study General Information: Vendor Questions Due: 12pm Wednesday, August 13th 2014 Solicitation Close Date: 9am Thursday September 4th 2014 **Refer to initial posting for all attachments except "instructions to offerors" Attachment 2, which has been amended to reflect the extended response dates. Contracting Office: Department of Defense (DoD), Washington Headquarter Services (WHS) Requiring Office: Department of Defense (DoD), Reserve Affairs (RA) This is a combined synopsis/solicitation for commercial administrative and management consulting services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," and FAR subpart 13.5 Test Program for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 and DPN 2140528. Verbal offers will not be accepted. The government intends to award a Firm-Fixed Price (FFP) contract without discussions. However, the government reserves the right to conduct discussions if necessary. The anticipated period of performance of this contract incorporates a period of 12 months with no option periods. The tentative period of performance is from September 15, 2014 through September 16, 2015. The place of performance is the National Capital Region, primarily The Pentagon. The government may also, at its sole discretion, award to more than one vendor. This procurement is being issued on an unrestricted basis under North American Industry Classification System (NAICS) Code, 541611- Administrative Management and General Management Consulting Services Description of Services: The study will evaluate the accuracy and auditability of RA's current equipment transparency efforts, focusing on the 31 Dec 2013 submission from the Services, determine how each Service includes its RC's equipment requirements within their respective Planning, Programming, Budgeting and Execution (PPBE) process through Congressional appropriation, procurement and delivery to the RC; research other DoD programs that utilize separate RC appropriations such as: Personnel, Military Construction, and Operations & Maintenance. Evaluate the impacts of a separate equipment appropriation to the Service's manpower requirements, modifications required for procurement processes; and determine whether a separate appropriation would create competition for procured items between each Service and their respective RC's for industry contracts and deliveries. Mandatory Registrations: To be eligible to receive an award resulting from this RFQ, the apparent successful vendor must be registered in the System for Award Management (SAM) and registrations must be current. If your Representations and Certifications are not current, go to https://www.sam.gov/ to register and update your account. There will be no exceptions. Clauses and Provisions: The provisions at 52.212-1- Instructions to Offerors and 52.212-2- Evaluation Commercial Items apply to this acquisition. The addenda are attached to this solicitation. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. The clauses at 52.212-4 -- Commercial Items Contract Terms and Conditions and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders- Commercial Items, apply to this acquisition.
