- DESCRIPTION OF WORK: The U.S. Army Corps of Engineers, Vicksburg District Contracting Office intends to issue a sole source award to HSQ Technology of Hayward, CA for the Supply and Installation of a Supervisory Control and Data Acquisition (SCADA), Access Control, and Closed Circuit Television (CCTV) system at Thatcher, Felsenthal, and Columbia Lock & Dams. HSQ Technology is uniquely qualified to provide this system based on being the sole manufacturer of MISER SCADA System software, Remote Terminal Units (RTU), and all associated field input and output boards. HSQ does not sell or authorize support through distributors or any other agency. The Government intends to procure from only one source under the authority of FAR 13.501(a)(1)(ii), Test Program for certain Commercial Items. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. Interested parties may submit their capabilities and qualifications to provide this system in writing to the identified point of contact not later than 12:00 p.m. CST on Thursday, August 7, 2014. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ/RFP will be issued based upon this Notice of Intent.
