- The United States Food and Drug Administration (FDA) hereby issues this notice of intent for a sole source contract with NanoScience Instruments, a Small Business, pursuant to FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements", for the upgrade of one (1) Phenom Pro Scanning Electron Microscopy (SEM) System. The FDA has identified NanoScience Instruments as the only contractor able to meet the requirements of this procurement. The FDA intends to award a firm-fixed price contract to NanoScience Instruments, a Small Business, located at 9831 South 51st Street, Suite C119, Phoenix, AZ 85044 for the upgrade of hardware and software of one (1) Phenom Pro Scanning Electron Microscopy (SEM) System currently utilized by the FDA's Pacific Regional Laboratory Southwest (PRLSW) located in Irvine, CA. FDA believes that NanoScience Instruments is the only offeror that can meet the requirement, as the upgrade of the hardware and software of the Phenom Pro SEM System must be performed by an authorized Phenom World distributor. NanoScience Instruments is the only authorized distributor in North America. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). The size standard for a small business is 500 employees. This notice is not a request for competitive quotes or proposals. No solicitation document is available and telephone requests will not be accepted. However all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to NanoScience Instruments, within approximately fifteen (15) days after the date of this notice. Unless the Government determines that any other organization has the capacity to meet this requirement.
