- National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP), plans to procure on a sole source basis services to establish and implement the necessary infrastructure and operating policies and procedures for the successful conduct of a large US cohort within the HMO setting from Kaiser Foundation Hospitals, Kaiser Permanente Colorado (KPCO) 1800 Harrison Street, 16th Floor, Oakland, CA 94612. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/EBP has a long history of developing and running major cohort studies, and many of these form the backbone of the research portfolio in the division. Existing cohorts, including but not limited to AARP, PLCO and USRT, have been extremely productive and have generated a wealth of information about potential cancer risk factors and biological markers. In the next decade, these cohorts will reach the end of their natural lifetime due to the length of time since the baseline questionnaire, the average age of the participants, and the depletion of biological samples. There is the need, therefore, to start planning now for the next generation of cohorts that will be able to continue to address current and future hypotheses about the etiology of cancer. EBP plans to evaluate the participation rates and feasibility of collecting information and biospecimens from Kaiser Permanente Colorado members for a US cohort within the HMO setting. The purpose of this contract is to establish the infrastructure necessary to efficiently collect and maintain study-related data, to develop study management tools, and policies and procedures. The contractor shall: 1. Assist in the design and development of study materials (consent and authorization documents, surveys, and study information) and study protocol. 2. Establish a study website and online materials for: a. Online recruitment and consent b. Online health survey completion c. Study information 3. Establish an Interactive Voice Recognition (IVR) system and related database that provides real-time tracking of participant events, including but not limited to, providing consent, completion of the health survey, and blood donation. The IVR system should also be developed to send reminder calls to study participants per protocol. 4. Establish a data management system (database) that automatically downloads data entered on the study website into a de-identified format to use for analysis. 5. Assist in the design and development of processes and procedures to link all study data (e.g. survey data and electronic medical record data). 6. Establish an algorithm to identify participants who become eligible for serial blood draws per study protocol (e.g. at least 12 months since the previous blood draw) and for participants who will need IVR reminders to donate blood (e.g. more than 2 years since their last blood draw). 7. Explore the feasibility of implementing automated blood orderables (i.e. when a participant initially consents and when they become eligible for subsequent blood draws) 8. Provide documentation for programs built (e.g. eligibility algorithms) within the electronic health system that can be shared with other sites 9. Create an optimized Specimen Collection and Processing Protocol, including a specimen tracking system that will track in real-time which samples have been received from the clinics and processed and which samples have been sent to the NCI biorepository. 10. Contribute to the final study protocol, recruitment materials, and data forms that will be required for various approvals and clearances, such as the DCEG's Senior Advisory Group (SAG), the DCEG's Technical Evaluation of Protocol Committee (TEP), the DCEG's Technical Evaluation of Questionnaires Committee (TEQ), Institutional Review Boards, and Office of Management and Budget (OMB). 11. Arrange for communications and meetings as needed between the NCI research investigators, other NCI contractors, collaborating institutions, and/or agents for those whose cooperation or approval is necessary. The Kaiser Foundation Hospitals, Kaiser Permanente Colorado (KPCO) is uniquely qualified to carry out the tasks specified in the procurement because it meets all of the specified criteria. The proposed work builds on the feasibility study that is being conducted at Kaiser Permanente of Colorado. To the knowledge of Contracting Officer's Representative, no other contractor could provide a comparable service in a timely and cost-efficient manner as critical elements were developed, implemented, field-tested, and refined by the proposed Contractor in collaboration with the NCI over the course of the feasibility study. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4 PM EST, on August 6, 2014. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
