Description
Sole Source Intent. The Mission and Installation Contracting Command - Yuma Proving Ground, intends to negotiate a firm-fixed price contract on a sole source basis with Evergreen Fire & Security located at 2720 South J Street - Tacoma, Washington 98409. The United States Army Proving Ground (USAYPG) has a requirement for an outside contractor to perform upgrade services to the Integrated Commercial Intrusion Detection System (ICIDS) Security to the Large Multipurpose Environmental Chamber (LMPEC) facility. The extension of phone support from Evergreen Fire and Security enables a smooth transition to an on-site maintenance agreement. Evergreen personnel are already knowledgeable of how the ICIDS system for USAYPG is setup and running. Army Regulation 190-11- Physical Security of Arms, Ammunition and Explosives, requires an immediate response to any alarm, but no longer than 15 minutes and in some cases, within 5 minutes of an alarm annunciation. If the system fails then USAYPG as a whole will be without any security protection, creating extensive manpower and expenditure issues, this will force the Emergency Services Directorate to implement immediate 12 hour shifts on a 24/7 basis, which can only be maintained no longer than a week without impairment to personnel preparedness capability. It is for this reason that it is not feasible for another agency other that Evergreen Fire and Security to handle the system. The additional time and money involved relating to the selection process of another agency, and the days or week it will take an outside agency unfamiliar with the USAYPG ICIDS to learn and troubleshoot problems is cost and time prohibitive. The system downtime for critical assets, by Army Regulation 190-11 is zero; any downtime of the alarmed system requires immediate response actions with set response times. Outside agencies would require time and expense to re-learn the system, something Evergreen does not have to do since they have been a part of the support system for the past three years. Their familiarity and knowledge enables us to recover system downtimes with minimal interruption and cost. Award of this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 12 and 13. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by Monday 28 July 2014 8:00 AM MST.
