- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Farallon Institute to process raw data from 2014 NMFS Juvenile Rock Survey to estimate krill abundance. The proposed contract specifies development of time-series of krill abundance in the California Current Large Marine Ecosystem (CCLME) and to produce an analysis of hotspots of krill abundance. The California Current Integrated Ecological Assessment (CCIEA) provides a synoptic analysis of ecological state of the California Current Large Marine Ecosystem (CCLME) by compiling data from multiple sources, presenting time-series for important ecological indicators and completing data synthesis, analysis and interpretation. The raw data come from an acoustic survey conducted in conjunction with the NOAA-NMFS Juvenile Rockfish Survey (JRS). Processing of the 2014 data from the JRS will extend the current time series (2000-2013). The data for 2000-2013 to be used in preparing time-series of krill abundance in the CCLME for the geographic area sampled by the JRS are held by the Farallon Institute and not in the public domain. Processing of 2014 data must follow previous methodology in order to assure data quality and the statistical integrity of the time series. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Farallon Institute can complete the work and provide the deliverables under this contract. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
