- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0174 is issued as a Request for Quotation (RFQ) to purchase a quantity of two (2) Model NRP2 Power Meter Display and Control Units, and a quantity of three (3) Model NRP-Z55V03 Thermal Power Sensors for use with existing government-owned Spectrum Analyzers. The Government reserves the right to award without discussions. The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2005-71. The requirement is not a set aside. The associated NAICS code is 334515. The small business size standard is 500 employees. Period of Performance is 30 days after the receipt of order (ARO). Period of Performance is 30 days after the receipt of order (ARO). SHIP TO: W80RA6 U.S. Army TMDE Support Center Attention: Mr. James Christian AMSAM-TMD-LW Fowler Road Bldg 5435 Redstone Arsenal, AL 35898-5000 Description of the requirements is as follows: Solicitation Number W31P4Q-14-T-0174 is issued as a request for a Firm Fixed Price quote. The US Army Contracting Command, Redstone Arsenal, intends to issue a sole source contract to Rohde & Schwarz USA, Inc. 6821 Benjamin Franklin Drive Columbia, MD 21046. The statutory authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled - quote mark Only one responsible source and no other supplies or services will satisfy agency requirement quote mark. Inspection and Acceptance shall be at W80RA6. FOB is at Destination. Provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Provision at 52.212-2, Evaluation - Commercial Items, is applicable, and the specific evaluation criteria to be included are technical capability of the item offered to meet the Government requirement, price, and past performance. Lowest priced technically acceptance is the sole evaluation factor. Non-cost factors are of equal importance to price. Offerors with your offer, include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. For payment will be invoiced to Wide Area Work Flow (WAWF). Clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition and additional FAR clauses may be cited as needed. Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. DFARS 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports and Instructions. Payment method shall be through Wide Area Work Flow. DFARS 252.232-7006 - Wide Area Work Flow Payment Instructions. Special Instructions: None All quotes are due no later than 4:00 p.m. (CST) 07 August 2014, to the Army Contracting Center, Redstone Arsenal, Building 5250, Room C117, Redstone Arsenal,AL 35898-5280.
