Description
Under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) soliciting from a single source, the United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Partek, 624 Trade Center Blvd, Suite E, Chesterfield, MO 63005, for a five-year Partek Genomic Suite Software License that includes two node locked licenses and one floating license, all with the parthway module and KEGG database. USAMRAA will issue a firm-fixed price contract award for this requirement; NAICS 511210/$38.5M. This is a logical follow-on procurement for proprietary software licenses that the US Army Research Institute of Chemical Defense (USAMRICD) has used to analyze genomics data over the past several years. Over this time period, Partek has made continual improvements and additions to maintain continuity with old data sets while expanding capabilities for new data sets acquired with new technologies. In addition, using this proprietary software allows quick and efficient view or reanalysis of existing institutional data sets, which reduces costs and animal use by eliminating the need to repeat experiments to obtain new data sets for analysis. Changing the software would completely nullify all previous research conducted and its historical data, compromise the quality of the data and also significantly impact the ability to reach critical milestones. Competing this requirement is not in the best interest of the Government since substantial duplication of costs to the Government will be incurred and this cost is not expected to be recovered through competition. Any responses, in writing, to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information which demonstrates the ability to meet the Government's need. This information must be received no later than (NLT) 12 AUG 2014 at 1600hrs EST. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
