- JOFOC NCNM7300-14-00871BS Title: Assessment of Mesophotic Coral Ecosystem Fish Diversity in the Northwestern Hawaiian Islands Using Technical Diving ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), The Bernice P. Bishop Museum, Honolulu, HI, for assessment of mesophotic coral ecosystem fish diversity in the Northwestern Hawaiian Islands using technical diving. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for: development of an evidence-based organism occurrence data management system; participation in technical diving-based assessments of mesophotic coral ecosystem fish communities; identification of fishes observed at mesophotic depths, including known and undescribed species, geographic range extensions, and depth range extensions; integration of data obtained during ongoing field surveys with historical information on evidence-based occurrences of fishes within the Papahānaumokuākea Marine National Monument (PMNM); and preparation of manuscripts on mesophotic coral ecosystems and technical diving technologies for submission to peer-reviewed journals. Market research conducted identified Bishop Museum as the only contractor with the required biological/taxonomic expertise, technical diving expertise, and scientific diving program reciprocity with either NOAA or the American Academy of Underwater Sciences. In addition, the research permit conditions require that specimens collected by any permitted project be deposited in a recognized scientific research collection. BPBM has the only such collection in the State of Hawaii. Based on the information provided herein, Bishop Museum is the only known vendor that can meet the government's requirement. Period of Performance shall be one year. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
