INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Heart, Lung, and Blood Institute (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Miltenyi Biotec Inc., 2303 Lindbergh Street, Auburn, California 95602 to procure the following: (BRAND NAME OR EQUAL: Miltenyi Biotec) Procurement: 1. autoMACS® Pro Separator - Starter Kit, Item Number: 10, Material Number: 130-092-545, Quantity: One (1). • The autoMACS® Pro Separator consists of: 1 x autoMACS® Pro Instrument 1 x MACS® MiniSampler 1 x MACS® Reagent Rack 4 3 x MACS® Chill Racks (Chill 5, Chill 15, Chill 50) 5 x 2 autoMACS® Columns 2 x 2 autoMACS® Column Substitutes 1 x autoMACS® Pro Buffer Combination Instrument software, user manual and short instructions PERIOD OF PERFORMANCE: Delivery upon Award BACKGROUND: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. ), The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. Genetics and Molecular Biology Branch (GMBB), investigators in the Genetics and Molecular Biology Branch (GMBB) use molecular genetics techniques to identify and characterize genes involved in the normal development and function of many tissues. Additionally, researchers seek to identify disease-associated gene alterations and to understand how these genetic defects contribute to a range of human diseases, including anemia, cancer, and immune disorders. To accomplish their goal, GMBB study the genetics of blood cells, cells of the immune cells, which have the dual capabilities of self-renewal and differentiation into multiple mature cell lineages. GMBB investigators also use yeast cells as a model system to study genome replication and factors that affect genome stability and aging. JUSTIFICATION: The Miltenyi autoMACS is an integral piece of instrumentation in the NHGRI Flow Cytometry Core. These instruments are used for analysis and isolation of cells. The NHGRI Flow Cytometry Core Facility provides state of the art flow cytometry services to the NHGRI community. The work involves the analysis and isolation of cells and cell populations from a wide variety of sources. NHGRI currently maintain five flow cytometers for this purpose and provide services to over 50 NHGRI investigators. The Flow Core had over 1200 visits during the FY 2014 and is available to investigators seven days/week/twenty four hours/day. The autoMACS Magnetic Separation System was developed to isolate specific sub-populations of cells, or virus from larger heterogeneous populations. The system allows for positive selection or depletion of these biomolecules without affecting their function or viability. Separated material can go directly to culture, FACS sort or analyses, functional study, or transplantation without detaching the MicroBeads. MACS products are ideal for rare event isolation and small sized particles. The upgrade to the existing Miltenyi system is instrumental and will allow additional research investigators to utilize the system. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 28, 2014 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2014-182-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
