- Special Notice: The National Oceanic and Atmospheric Administration's (NOAA), Logistics Branch (NWS) is awarding a purchase order (PO) for A heated tipping ASOS Bucket Rain Gauge to ETI Instrument Systems, Inc. located in Fort Collins, CO. Sole Source Justification: All spare parts for the ASOS Rain Gauge system are required to be identical to the item which was provided with the original equipment. The parts cannot be substituted with a like part. Any logistical spares must be form, fit and functionally identical to the original equipment item. ETI Instrument Systems, Inc. (ETI) considers this item as proprietary and is the only known source of supply. The original equipment was subjected to a stringent qualification test regime which included operational test, field testing and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished. To retest other than the original equipment would require additional costs and time which would not be beneficial to the government. If additional time is required, the fielded ASOS systems may not be available during the testing period of a new product. Failure of the ASOS is not acceptable due to the nature of the system. For these reason, the ETI part is the only know ASOS Rain Gauge system parts available and acceptable at this time. This acquisition is proposed to be sole source to ETI Instrument Systems, Inc. as the only known qualified source of this part due to the proprietary nature of the design. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. The use of a different part from a listed suggested source of supply or a part from a non-listed suggested source of supply which meets the specifications shall occur only after review/concurrence and a first article qualification by the Government. The NAICS code for this action is 334519. The NWS special packaging/marking requirement will be applicable. Firms, who believe they can provide this supply, must furnish detailed information that demonstrates their experience and capability to provide the supply, and satisfy the Government's needs. In addition, please provide name, telephone number and address of concerns for which you have furnished this type of supply previously. The requirements for the items are as follows: ASN: S100-2MT6MP3, NSN: 6660-01-0390-9548, P/N: 62828-90191-1 All items shall be delivered to the National Logistics Support Center (NLSC) located at 1510 East Bannister Road in Kansas City, MO 64131. ETI Instrument Systems, Inc. is the only known source that can provide the parts needed in order to complete this task. The Government is not aware of any other vendors that can provide these specialized pieces of equipment while also meeting all of the requirements listed above. To the best of the Government's knowledge there are no other vendors available who can meet the requirements needed in order to compete for this project. A sources sought notice was posted to the Federal Business Opportunities (FBO) website https://www.fbo.gov/ on 06/25/2014 under Solicitation # NWWG0140-14-00557. The posting closed at 12:00 PM CT on 07/02/2014 with no responses. It is the Government's intent to award a PO to Diamond Antenna and Microwave Corporation upon the closing of this notice.
