- K = Combined Synopsis/Solicitation Notice PSC Classification: 6625 NAICS Code: 334516 Title: Energy Dispersive X-Ray Spectroscopy (EDS) and Wavelength Dispersive X-Ray Spectroscopy (WDS) Systems IAW SOW DMEA 14- 4F1 & Appendix A&B and Training This is a combined synopsis/solicitation for Energy Dispersive X-Ray Spectroscopy (EDS) and Wavelength Dispersive X-Ray Spectroscopy (WDS) Tools and Training IAW DMEA 14- 4F1 dated 5 June 2014 & Appendix A&B, in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. Quotes shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. This soliciation is unrestricted, full and open. The NAICS code is 334516 with a size standard of 500 employees. The Request for Proposal (RFP) reference number is HQ0727-14-R-L015. The RFP closes at 8:00 a.m. Pacific Daylight Time, 25 August 2014. The Government intends to award one order to the responsive, responsible offeror that it considers to provide the best value to the Government. Technical factors are more important than price. Past Performance is waived and determined not applicable as this is a commercial off the shelf purchase. On or before the proposal closing date, offerors shall submit required price proposals and written technical information. An offer may be eliminated from further consideration before an evaluation is performed if it is considered so grossly and obviously deficient as to be totally unacceptable on its face, or whose prices are so inordinately high or unrealistically low. A offer will be deemed unacceptable if it does not represent a reasonable effort to address the essential requirements of the solicitation, or if it clearly demonstrates that the offeror does not understand the requirements of the solicitation. The following factors shall be used to evaluate offers: For Technical: Proposals will be evaluated based on the following criteria. Contractor shall demonstrate they can meet the requirements/specifications in Appendix A and Appendix B For Price: Price will be evaluated for realism, completeness, reasonableness, and a total evaluated price to the Government will be calculated. The objective of this requirement is purchase new EDS and WDS tools IAW SOW DMEA 14- 4F1 dated 5 June 2014 & Appendix A&B.
