- W91278-14-D-0060-0001 The project involves repairs to the existing architectural and utility systems in various locations to support the NICOE project. In addition to infrastructure repairs, a few minor floor plan changes are also included as well as deconstructing and reconstructing modular systems furniture to support the mission. less than br greater than less than br greater than Pursuant to FAR 16.505(b) (2) (i) (D), this task order award will satisfy the Government's contractual minimum guarantee obligation with McGoldrick Constr. Services Corp., pursuant to the terms and conditions of the IDIQ contract. less than br greater than less than br greater than The MATOC IDIQ solicitation established that each IDIQ contract award would commit the Government to a guaranteed minimum quantity of work to be ordered under these contracts by firm fixed-priced delivery/task orders, for a one-time amount of not less than for the base and all options, and stated that the minimum guarantee may be met by issuance of the first task order. Accordingly, given these facts, along with other considerations based upon previous Mobile District experiences over the years with other large MATOC pools, the Mobile District intends to award the above described project as an initial task order award to McGoldrick Construction Services Corporation to satisfy the stated guaranteed minimum on contract W91278-14-D-0060. less than br greater than less than br greater than With the FAR preference for evaluation of past performance among MATOC pool members based on their performance under the MATOC rather than general past performance, it is essential to establish as early as possible a basis for determining contractor performance with projects specific to the MATOC scope. Awarding an initial task order to each member of the pool will allow the District to build a performance record, beginning with the initial design submittals and continuing through repair and construction performance, to better inform future task order selections. Without the opportunity to establish a MATOC-specific performance basis for all members of the pool, contractors who are not successful in winning some of the early task order awards could be placed at a significant disadvantage in future task order competitions, in comparison to other pool members who may have gained more experience under this MATOC.
