Description
SOURCES SOUGHT - This is a Sources Sought only. The U.S. Army Corps of Engineers, Savannah District intends to issue a Request for Quote for a Portable, WE-30 3-phase watt-hour meter test set or Equivalent, including all required leads and carrying case, please provide specs. Description of Services: The Contractor shall provide a Portable, 3-phase WE, watt-hour meter test set or its Equivalent New test set, as a minimum, shall have the following salient features: a. True Three-Phase Reference Standard that can be calibrated without removing from the unit. b. Optical communications port. c. Worst case accuracy: +/- 0.04% d. Current output: 0.02-30A per phase e. Current accuracy +/- 0.02%, +/- 1 mA true RMS f. Voltage output: 30-600V AC g. Voltage accuracy: +/- 0.2%, +/- 1 mV true RMS h. Phase control: 0 to 359.95 deg. i. Phase accuracy: +/- 0.10 deg. j. Test frequency 45 to 65 Hz k. Test frequency accuracy: 0.005% l. Weigh less than 45 lbs. m. Minimum of 3 CT clamp on inputs (1 per phase). n. Minimum of 2 USB ports o. Minimum of 1 VGA port p. Minimum of 1 Ethernet port q. Minimum of 1 COM port • New test set shall be capable of testing switchboard panel mounted JemStar Watt-hour meters and shall have correct Optical lead for interfacing with JemStar Meters. • New test set shall have onboard software and intuitive touch screen interface. Software shall have wizards that lead the user through installation, wiring checks, testing and record keeping. Results are accessible through data management software using an Ethernet connection. Results / data shall be capable of being exported to Excel spreadsheet software or user defined files. • New test set shall allow for interface using an USB keyboard and mouse or an external computer. • New test set shall be capable of testing the meter with the customer's load, perform CT burden and ratio tests and verify system wiring. • New test set shall provide four quadrant, three-phase, simultaneous measurements for active, reactive and apparent energy standard. Measurement functions shall include: watthours, volts, amps, phase angle, power factor, VARhours, Qhours, watts, VAhours, VA, Vars, frequency, forward and reverse energy flow. Interested firms should have 334515 among their approved NAICS Codes. All interested contractors have until August 4, 2014 at 10:00 AM (EST) to submit your company's name, specifications and business size.
