- This is a notice of the governments intent to negotiate a sole source contract with Gilburg Leadership Incorporated (GLI) using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition. The USDA/ARS Office of the Administrator has a need for Collaboration & Facilitation Services related to the initiative designed to identify and address pressing needs, concerns and challenges related to the success, effectiveness and feelings of personal satisfaction experienced by Research Leaders across the agency. GLI possess a unique understanding of the overall challenges being faced by the Research Leaders across the agency. The Initiative will explore and address several aspects of the role, including personal, interpersonal, structural/organizational and cultural elements, with a goal to improve the functionality, experience and desirability of the Research Leader position. The estimated value of the award is not expected to exceed $25,000.00 The NAICS Code for this requirement is 921190 -- Other General Government Support In accordance with FAR 6.302-1 and 41 USC 25(c)(1), the service needed by the USDA is available from only one responsible source and no other type of service will satisfy the needs of the USDA. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
