Description
The Naval Air Systems Command (NAVAIR) intends to issue a contract to The Boeing Company, 7755 East Marginal Way, P.O. Box 3707, Seattle, WA 98124-2499, for incorporation of the most recently approved Common Criteria operating system into the Compute Engine Input Output Bridge (CEIOB) and Black Input Output Bridge (BIOB) to support the mission computing software in order to maintain Information Assurance (IA) accreditation for P-8A aircraft. The planned delivery dates September 2015 through March 2017. This sole source contract action is in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements.' Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
