- THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. The Mission Installation Contracting Command (MICC) - Fort Sam Houston is seeking information on sources to provide a non-personal services contract to provide Hazard Simulator Training Systems for U.S. Army North (USARNORTH). The contractor shall provide a hand held device made of strong scratch and dent resistance plastics with a bright outer ring for easy identification. The unit should be able to simulate monitoring for chemicals and radiation. This should all be controlled from an external module accessed only from the instructor. The monitor software should be easily customizable and able to be installed on the hand held units. The unit should work over its own wifi system for maximum coverage so that it won't interfere with other devices. The unit should not use RFID or operate on a small handheld unit that can easily become lost or placed in a pocket. The unit should also not be capable of being used for any other purpose, such as playing music, etc. The unit should have both a vibration and audible alert whose levels are easily set by the instructors. For class room use the unit needs to be able to have the ability to force students to answer questions built from an onboard database or modified instructor database giving the instructor real time feed back of the students grasp of the material being presented. It is our intent to award a Firm Fixed Price contract. The government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the Contracting Officer. The current capabilities of industry, to include large and small business, must be confirmed. As such, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbid.com and www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCES SOUGHT: Interested sources shall complete the attached market research questionnaire. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced, 12-point font minimum). The market research questionnaire shall be sent via email to Linda Franklin, Contract Specialist, linda.j.franklin2.civ@mail.mil.
