- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health, Clinical Center (CC) intends to award a fixed price purchase order to Life Technologies Carlsbad, CA 92008-7321 on a sole source basis to procure the Ion ChefTM system that will replace existing government owned instrument the Life Technologies One Touch 2 unit that is currently obsolete. Protocols and quality controls have been established on the existing instrumentation; any changes to the existing methodology would necessitate additional quality control mechanisms that could cause cancellation or delay of patient protocols for the Nuclear Medicine Department (NMD). Life Technologies is the sole manufacturer and trademark holder of the Ion ChefTM that provides automated, high-throughput template preparation and reproducible chip loading for users at any experience level. The Ion ChefTM will be used to simplify workflow and prepare samples to run on the existing Life Technologies One Touch 2 for DNA sequencing. The Ion ChefTM system is the only known instrumentation that will work with and meet the unique specifications of the existing government owned testing instrument. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capability statement with sufficient technical information documenting the products capabilities for evaluation. Any information received will be considered for the purpose of conducting a competitive procurement. If no responses are received within fifteen (15) calendar days after this notice is published, the National Institutes of Health will pursue a sole source contract with Life Technologies. The Government shall consider all responses received prior to the close of this announcement. All responses must be considered no later than August 5, 2014 at 9:00AM, Eastern Standard Time.
