Description
SF-18 VESSEL & PERSONNEL QUESTIONNAIRE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOAA SWFSC requires a chartered vessel for multiple trips (totaling ten 24-hr days) to deploy, test and retrieve acoustic equipment that is used for studies of marine mammals. These include towed hydrophone arrays and autonomous recording instruments. The towed hydrophone arrays will be tested on short trips out of San Diego. The autonomous recorders will be deployed from a NOAA research vessel during a marine mammal survey in Summer/Fall of 2014. The recorders will drift with the currents, so their exact locations at the end of the deployment (after 1-3 months) cannot be precisely predicted. We expect them to be in the off Central or Southern California, up to 300 nautical miles offshore. The dates of the planned trips will be determined by agreement between the contractor and the project scientists. The vessel must be 50-80 feet long and capable of navigating in California offshore waters outside of the Channel Islands. The vessel must be able to cruise at a minimum of 9 knots (kts) and have a range of 600 nautical miles (nmi) (@ 8 kts) without refueling. The vessel must have berthing for at least 6 scientists and will be expected to provide a cook and food (including a vegetarian option if requested). The vessel must provide two licensed captains to allow 24 hour operations for long runs offshore. The vessel must provide a secure interior table (minimum 10 square feet) for mounting electronic equipment for the duration of a trip. This table will not be available as a galley table. The vessel must provide space equivalent to one bunk (2' x 2' x 6') for dry storage of scientific gear. The vessel must also provide 100 square feet of deck space for storage of scientific gear outside. An A-frame or J-frame with overhead block is not required for this work, but would be a valuable addition. Most trips are expected to be out of San Diego, but the location of drifting equipment cannot be predicted with certainty, so we also solicit bids from vessels located north of Point Conception. This procurement is 100% set-aside to small business concerns under the North American Industry Classification System Code (NAICS) 483114 with a small business size standard of 500 employees. The government intends to issue a firm fixed price contract commencing approximately from date of award through Dec 31, 2015. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
