Description
Under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) soliciting from a single source, the United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Accelrys Software Inc, 5005 Wateridge Vista Dr, San Diego, CA 92121-4779, to obtain the Accelrys Discovery Studio Software. USAMRAA will issue a firm-fixed price contract award for this requirement; NAICS 511210/$38.5M. USAMRICD has a requirement for performing molecular modeling and molecular dynamic simulations at both the molecular mechanical and the quantum mechanical levels in order to identify interactions that can produce inhibition of the critical enzymes or to explore the mechanism of action of enzymatic catalysis, inhibition, and reactivation of those enzymes. The Molecular Modelling Laboratory would like to purchase an integrated software computation and visualization package for use in drug discovery/design, molecular simulations (both molecular mechanical and quantum mechanical), and molecular system visualization. The system must also allow protein ligand docking and energy calculations using the Charm and other force fields. The purchased system must (at a minimum) have the following essential capabilities: a.Must be an quote mark integrated quote mark software system to allow the user to move seamlessly between functional tasks in the design/computation process b.Run on single computer in both a stand-alone environment and a networked environment c.Run in the Windows 7 operating system d.Have a lifetime quote mark perpetual quote mark license so that no future funds need be devoted to this software e.Have a quote mark site quote mark license that supports up to 3 simultaneous users at USAMRICD f.Provide computational simulations in the molecular mechanical (MM); quantum mechanical (QM) or hybrid (QM/MM) environments as well molecular dynamics using the CHARM fields g.Provide computational solutions that allow protein sequence and alignment; 3D structure prediction and validations; predictions of the ionization of structures; prediction of the docking of two proteins with each other (protein-protein docking); and protein engineering (including estimations of the biophysical properties, thermal stability, and aggregation of proteins) h.Provide tools for small molecule (ligand) design that allow predictions of ligand properties and binding efficiencies as well as pharmacophore modeling and ligand/protein interactions. i.Allow QSAR / ADMET modeling to create and statistically validate models and for the estimation of a number of biologically important properties such as blood-brain barrier penetration; hepatotoxicity; absorption in the gut; and elimination in the liver and kidney j.Allow refinement protein structures from X-ray diffraction patterns Any responses, in writing, to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information which demonstrates the ability to meet the Government's need. This information must be received no later than (NLT) 22 AUG 2014 at 1600hrs EST. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
