Description
TITLE: NNA04CI14T SECTEK, Inc. It is the intent of NASA-Ames Research Center, pending approval from the NASA Assistant Administrator for Procurement to deviate from the period of performance limitation set forth in the Federal Acquisition Regulations (FAR) 17.204(e) and NASA FAR Supplement (NFS) 1817.204(e) for the subject contract, to extend the period of performance of Contract NNA04CI14T with SECTEK Inc., on a sole-source basis, pursuant to 10.U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The performance period will be extended for a maximum of nine (9) months (August 1, 2014-April 30, 2015) and will consist of a six-month base period (08/01/2014-01/31/2015), inclusive of a sixty day phase-in/phase-out period and three one-month option periods (February 1, 2015-April 30, 2015). A contract modification reflecting this extension and resultant increase in the Firm Fixed Price (FFP) of the contract will be issued on or before July 31, 2014, the expiration date of the current protective services contract. Contract NNA04CI14T, awarded as a result of full and open competition under a GSA Schedule to SECTEK Inc., provides protective services which includes security, emergency response, risk assessment, vulnerability analyses, innovative and strategic recommendations for security enhancements and upgrades, international visitor requests, infrastructure security and badging operations, safeguards and counterintelligence services. Additional services include staffing a 24/7 operation during emergency or disaster periods. These services are critical to the day-to-day operation of the Center and cannot be allowed to lapse. This extension is necessary to maintain the critical continuity of protective services until the current procurement process for the combined follow-on fire prevention and protective services contract has been completed and a new contract awarded. Because SECTEK Inc. provides unique expertise in meeting the protective services requirements of the Center, no alternate source could adequately provide for the maintenance of the Centers comprehensive security prevention program during this brief extension period. Award to another source during the procurement phase of the follow-on contract would result in unacceptable delays in fulfilling the agencys requirement. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 28, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All questions MUST be in writing and should be directed to Ms. Drake not later than 4:30 p.m. local time on July 28, 2014. All responsible sources may submit an offer which shall be considered by the agency.
