Description
This is not a request for Quotes. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - Southern Arizona VA Health Care System (SAVAHCS), 3601 S 6th Ave, Tucson, AZ 85723 has a requirement for Omnicell equipment upgrade. The intent of the procurement is to award a Firm Fixed Price (FFP) Delivery Order on FSS as a limited source. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via email to derrick.fletcher@va.gov. You may also post you response on GSA eBuy. Hard copy submissions are acceptable to VISN 18 Network Contracting Office; 4135 S Power Rd, Suite #103, Mesa AZ 85212. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION. Please review the statement of work listed below. A.1 SOW 1. Contract Title : Omnicell Operating System Upgrade 2. Background Southern Arizona VA Health Care System (SAVAHCS) currently has 175 Omnicell Point of Use (POU) cabinets in operation with 5 expansion projects in progress. The POU cabinets are used to distribute medical/surgical supplies and pharmacy items. These POU cabinets allow nursing staff to have the needed supplies for patient treatments virtually at their fingertips. The POU cabinets also transmit perpetual inventory data to Generic Inventory Package as required by VHA Handbook 1761.02. 3. Scope This project encompasses the entirety of the SAVAHCS and CBOCs, which extends over eight Arizona counties (sites include Tucson (three locations), Safford, Sierra Vista, Green Valley, Casa Grande and Yuma - all in Arizona). The proposed project involves working in clinical areas and with many services, including pharmacy, OI&T, and medical staff. Access to secure areas is required as part of this proposal. 4. Specific Tasks Upgrade existing Omnicell operating software from Windows XP to Windows 7 G4 Platforms at all Southern Arizona VA Health Care System clinics and to seven Community Based Outpatient Clinics (CBOCs). 5.1 Task 1 - Upgrade existing Omnicenter to accommodate new operating system. 5.1.1 Subtask 1 - Install and Test Windows 7 5.1.2 Subtask 2 - Upgrade all existing units to the newest Omnicell software build 5.1.3 Subtask 3 - Test all updated software/components 5.1.4 Subtask 4 - Train users and Subject Matter Experts (SMEs) on new software/hardware Deliverables: Successful installation and staff training 5.2 Task 2. Upgrade all decentralized CBOCs. 5.2.1 Subtask 1. - Upgrade all units in Yuma, AZ CBOC 5.2.2 Subtask 2. - Upgrade units in Casa Grande, AZ CBOC including Rural Health Clinic 5.2.3 Subtask 3. - Upgrade units in Safford, AZ CBOC 5.2.4 Subtask 4. - Upgrade units in Sierra Vista, AZ CBOC including Rural Health Clinic 5.2.5 Subtask 5. - Upgrade unit in Green Valley, AZ CBOC 5.2.6 Subtask 6. - Upgrade units in Tucson, AZ area (Southeast & Northwest CBOC sites) 5.2.7 Subtask 8. - Test all installed components (including network connections) 5.2.8 Subtask 9. - Train users and Subject Matter Experts (SMEs) on new software/hardware Deliverables: Successful installation, testing and staff training for all installed units 6. Performance Monitoring System Administrator or designee will perform functionality test prior to COR signing acceptance of work. 7. Security Requirements The proposed project does not involve access to our secure VA network (VLAN based segregated network will be used). It does involve access into patient care areas and medication rooms. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Not applicable, the contractor will not utilize any GFE or GFI during the installation. 9. Other Pertinent Information or Special Considerations. This system is located on a secured Virtual Local Area Network (VLAN). The system, while using VA IT resources for networking, does no link, nor have access to, other VA network resources. a. Identification of Possible Follow-on Work. N/A b. Identification of Potential Conflicts of Interest (COI). There are no known conflicts of interest c. Identification of Non-Disclosure Requirements. There are no known non-disclosure requirements d. Packaging, Packing and Shipping Instructions. All systems are to be shipped to their final destinations immediately prior to installation; any associated shipping costs must be included in the contract. As an example, the Yuma CBOC replacement Omni Control Boxes must be shipped to Yuma CBOC and arrive the day prior to installation. Contractors and representatives of Omnicell are expected to be on-site for installations and all associated travel and lodging costs for each geographical area and timeframe must be included in the contract. e. Inspection and Acceptance Criteria. As mentioned previously, the COR and/or his representatives will test the equipment prior to acceptance. SAVAHCS currently utilize Omnicell in our workflow and will run test scenarios that mirror regular workflow to assure the installed updates/systems are working properly. 10. Risk Control The infection control and safety risks of these machines are minimal. Physical and logical security of the machines is assured by their locations and requirements as detailed in the Functional Performance Statement. 11. Place of Performance. Government sites: CBOCs (Casa Grande, Yuma, Green Valley, Safford, Sierra Vista, NW Tucson, SE Tucson - all sites are within southern Arizona) and at the Tucson VAMC (Tucson, AZ) 12. Period of Performance. This is a single purchase of commodities and installation of commodities.
