- Solicitation No. H98210-14-R-0018 The Defense Human Resources Activity (DHRA) intends to award a contract on a competitive basis to provide talent management support to the Defense Manpower Data Center (DMDC). A detailed description of the requirement, CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-14-R-0018 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-74 effective 01 July 2014 and DPN 20140624 effective 24 June 2014. This requirement is being advertised as 8(a) competitive set-aside. The NAICS code is 611430 and the small business size standard is $10 million. Contract award type will be Firm-Fixed Price. The period of performance will be 01 November 2014 through 31 October 2015 with two 12-month option periods. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation no later than (NLT) 10:00 AM Eastern on 14 August 2014. Proposals received after this due date/time will not be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail only to the Contract Specialist, John Rowland, at john.r.rowland10.civ@mail.mil by 10:00AM Eastern on 23 July 2014. Requests for clarification received after this date/time may not be answered.
