Description
The Acquisition and Grants Office, Eastern Region Acquisition Division, Norfolk, VA is soliciting quotes, on behalf of the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) Northeast Fisheries Observer Program (NEFOP) in Woods Hole, MA. The Northeast Fisheries Science Center (NEFSC) Northeast Fisheries Observer Program (NEFOP) places observers on commercial fishing vessels operating in waters off Maine through North Carolina, completing between 6,000 and 12,000 sea days per year. To meet the sea day schedule NEFOP must maintain a base of approximately 100 + observers. Authority to place observers on commercial fishing vessels comes from the Magnuson-Stevens Fishery Conservation and Management Act (MSA), Marine Mammal Protection Act (MMPA) and the Endangered Species Act (ESA). Fisheries Observers are required to attend safety training. The objective of this training is to improve at-sea safety for all Northeast Fisheries Science Center Observers by providing them with up-to-date, comprehensive and high quality safety training. This includes both the initial safety training (Safety I) and follow up training (Safety II) every 18 months. The Contractor shall conduct approximately 10 observer safety trainings per year (6-Safety I and 4-Safety II). At times, that number may change and the Contractor and NMFS will need to remain flexible so that quality, consistency and observer safety are not sacrificed. The Contractor shall provide at least two (2) instructors that maintain current CPR/First Aid and Marine Safety Instructor Training certifications. The planned period of performance is for one year with two (2) one (1) year options. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541690 Other Scientific and Technical Consulting Services. The small business size standard is $14,000,000.00. NOAA anticipates making single award as a result of this solicitation. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items. The Award will be made to the Quoter whose quote meets all Performance Work Statement (PWS) and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors listed in the attached Request for Quote (RFQ). The anticipated award date is August 2014. Hard copies of the RFQ will not be issued. The solicitation will be available electronically on or about July 11, 2014 via FedBizOpps at www.fedbizopps.gov. It is incumbent upon Contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, Quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; Quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
