- ****THE POINT OF CONTACT FOR THIS ANNOUNCEMENT IS SABRINA PEARSON FOR ANY QUESTIONS OR CONCERNS REGARDING THIS NOTICE PLEASE CONTACT SABRINA AT SABRINA.M.PEARSON@NASA.GOV**** NASA/MSFC has a requirement for the Stepan S-180 Resin/Isocyanate materials kit to support testing of materials for Thermal Protection System (TPS) material and process development activities. NASA/MSFC intends to purchase this item from Stepan Company whos the manufacturer and only supplier of Agent S-180 Resin/Isocyanate cryoinsulation material. This material has been chosen as the manual spray closeout foam cryoinsulation TPS material for the SLS (Space Launch System) Core Stage based on substantial investment in performance and property testing conducted by the Thermal Protection Systems Development Team. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. C.S.T. on 7/24/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
