- Description
- The National Park Service - Denver Service Center intends to make a sole-source award to Mills & Schnoering Architects LLC for changes to the design of the project "Meridian Hill Park Phase V, Rock Creek Park, Washington, DC." Initial design work was awarded to Mills & Schnoering under an IDIQ contract pursuant to Brooks Act procedures. Mills & Schnoering is the designer of record for this project. It has been determined that it is in the best interest of the Government to use the same Architectural firm that performed the original incomplete effort to continue the necessary design effort. Other reason for Sole Source contracting with the original Architect of Record to complete the original concept effort is that District of Columbia regulations essentially state that professional registration required revisions must be produced, stamped and signed by the original Architect of Record or by someone under his or her direct supervision. The review, acceptance and/or revisions to the current design documents by a party not associated with the current design effort would require a redundancy of effort considered to be wasteful, imprudent, and not in the general interest. This is not a request for competitive proposals and no solicitation will be available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify.
