- NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to issue an RFP, on an unrestricted, full and open competitive basis, for the provision of services in support of the Naval Education Training Commands (NETC) N7, in conjunction with Naval Education and Training Professional Development and Technology Center (NETPDTC), Naval Training Products and Services for Planning and Analysis. A multiple award, indefinite delivery, indefinite quantity type contract under which cost plus fixed fee or fixed priced task orders shall be issued in accordance with FAR Part 16 is anticipated. The contractor shall provide technical support for including the processes and sub-processes associated with: Job Duty Task Analysis (JDTA); NETC Front-End Analysis (NETC FEA); Training Transition Plan (TTP); Business Case Analysis (BCA); Training Project Plan (TPP); Evaluation Assessment Plan (EAP); training evaluations and other assessments; and development of curriculum/course management materials. Program Management and Staff Support - Requirements under this area will include training Program Management and staff support for Navy training programs and organizations for specialized skill sets on a reoccurring or short term basis in response to special projects, emergent requirements, or workforce gaps. It is anticipated that up to 342,858 hours of services may be required per year. The contractor will be required to perform necessary non-personal labor and services to accomplish this tasking for NETC located in Pensacola, FL, contractors facility, and various other locations. It is anticipated that the RFP shall be issued sometime in August or September 2014 with an award date sometime before May 2015. Services shall commence 30 days after award date. It is anticipated that the contract will include base ordering period of three years and one option ordering period of three years to be exercised in accordance with FAR 52.217-9. It is anticipated that the contract will contain on-ramp provisions. The RFP shall require submission of a technical and cost proposal. The applicable NAICS code is 611430. This is an unrestricted acquisition; all responsible sources may submit a proposal that shall be considered by the Navy. The Government will reserve at least one award to a small business with a Non-Price proposal that is rated Acceptable or higher, and who is determined to be responsible, whose Price is also determined to be fair and reasonable. The RFP will require a Small Business Subcontracting Plan. Offerors must be registered in System Award Management (sam.gov) to be considered for the award. It is anticipated that FAR Part 15 Contracts by Negotiation will be utilized. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. The RFP number will be N00189-14-R-Z037.
