- The primary purpose of this notice is to receive industry feedback on draft solicitation W911NF-14-R-0002. ALL questions/comments shall be submitted in writing, utilizing ATTACHMENT 4 - DRAFT RFP QUESTION/COMMENT FORM, to briann.l.richardson.civ@mail.mil. Any questions/concerns submitted without the noted form will NOT be answered. No telephone inquiries will be accepted. All questions/comments must be received no later than 5:00 PM ET, August 01, 2014. All questions/comments will be answered, combined and posted to Federal Business Opportunities (FBO) no later than August 11, 2014. CONTRACT INFORMATION: The Research, Development and Engineering Command (RDECOM), Army Research Laboratory, Human Research and Engineering Directorate, Simulation and Training Technology Center (ARL- HRED-STTC) plans to issue a Total Small Business Set-Aside Multiple Award Indefinite Delivery/Indefinite Quantity Contract (ID/IQC) for Simulation and Training Engineering Services Support (STES). STES will plan, conduct, and exploit exploratory (basic and applied) research, advanced technology development, and demonstration of simulation and training, utilizing the most advanced Modeling and Simulation (M&S) technology in the following areas: (1) synthetic natural environments, (2) medical simulations, (3) dismounted Soldier training, (4) advanced distributed simulation and (5) embedded training. The delivery/task orders will include exploratory and advanced simulation research/studies/analyses, technology development for learning, training, testing and mission rehearsal and advanced research and development (R&D) in simulation and instrumentation technologies. Proposals will be solicited under solicitation number W911NF-14-R-0002. Anticipated Award Date: 24 August 2015 The total potential contract performance period shall be five years, with an ordering period consisting of one (1), twelve (12) month base period followed by four (4), twelve (12) month option periods, with a total ceiling of $135M. The guaranteed minimum for the life of the contract is $2,000. This is a full and open competition as a total small business set-aside. Offerors must certify that the firm is a small business based on NAICS code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The small business size standard in number of employees is 500 and only small businesses shall be considered for award as this requirement is set-aside 100% for small business. Small Business firms responding to this solicitation must demonstrate the capability to perform a minimum of 50% of the required work with in-house staff. It is the responsibility of all vendors to be registered at the FBO website. Vendors are advised that they are responsible for obtaining ALL Request for Proposal documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates or amendments without further notice from STTC.
