Description
IAW FAR 13.105, this is a pre-solicitation notice for an upcoming Request For Proposal (RFP). This is not a request for quote. Buckley AFB, CO has a requirement for performing Contractor Special Security Representatives (CSSR) and Contractor Information Assurance Officer (CIAO) services as a PRIME Contractor for a potential Firm Fixed Price contract. This acquisition will be accomplished utilizing Federal Acquisition Regulation (FAR) Parts 12 and 13. The Air Force intends to make an award on a competitive with Service Disabled Veteran Owned Small Businesses (SDVOSB) set-aside for the following services: The contractor shall assist the 460th Space Wing (460 SW) Senior Intelligence Officer (SIO) with the execution of the 460 SW Sensitive Compartmented Information (SCI) program. The contractor shall staff, manage, and provide security office services for the 11th Space Warning Squadron (11 SWS, Schriever AFB), Office of Special Investigations (OSI) Detachment 801, Buckley AFB, 460 SW and tenant organizations including the Buckley Support Team, Buckley AFB and Missile Defense Agency personnel located at Schriever AFB (SAFB) according to specific instructions contained in the Performance Work Statement (PWS). The contractor shall provide SCI security management for military, civilian and contractor personnel. They shall also manage the 460 SW assigned Foreign Mission Partner process at BAFB. The contractor is responsible for maintaining the Sensitive Compartmented Information Facility (SCIF) accreditations on all existing 460 SW SCIFs and is responsible for obtaining and maintaining SCIF accreditation on any future 460 SW required SCIFs to include geographically separated SCIFs. The contractor is responsible for the efficient and effective management and operation of all SCI program management functions including physical, personnel, information and industrial security; they will comply with all Intelligence Community (IC), DoD and AF standards required for SCI program management. The proposed North American Industrial Classification System (NAICS) code is 561320, Temporary Help Services. The small business size standard is $25.5 million. Only proposals submitted by SDVOSB will be considered. The resultant contract will be an Firm Fixed Price type contract. The period of performance will include a base period of 12 months with four (4) 12-month option periods. The anticipated start date is 01 October 2014. Basis for award will be the evaluation factors as stated in FAR 52.212-2 of the RFP. The acquisition is being conducted under the FAR 13.5 Test Program. Potential contractors must have an active registration in the System for Award Management (SAM), https://www.sam.gov. Lack of registration in the SAM database will make an offeror ineligible for award. The solicitation will be distributed solely through the Federal Business Opportunity (FBO) web site http://www.fbo.gov/. Hard copies of the solicitation will NOT be available. The FBO web site provides downloading instructions. All future information about this solicitation, including any amendments and other general information, will also be distributed solely through this site. All interested parties are responsible for monitoring this site to ensure that they have up-to-date information about this acquisition and are encouraged to monitor and register their company on the Interested Vendor List (IVL) and Register to Receive Notifications. The RFP is anticipated to be available on or about 01 August 2014. The RFP will close on or around 30 days from the release date. The anticipated award date is on or around 01 October 14. Air Force Federal Acquisition Regulation (AFFARS) clause 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
