Description
Specification W912PL-14-R-0056 The U.S. Army Corps of Engineers Los Angeles District is soliciting for award of a construction contract for FY 14 Repair South Ramp at Libby Army Airfield, Fort Huachuca, AZ. Currently South Ramp of Libby Army Airfield is condemned due to poor pavement condition. The existing ramp consists of different AC and PCC pavement sections. Most of the AC is in very poor shape and the existing PCC pavement is under-designed for the fully loaded P-2 Forrest Service aircraft which would use the facility. This project would remove all existing pavements, dowels, and tie-downs down to suitable subgrade or embankment. New PCC pavement placed with required subdrain system and paved shoulders, tie-downs/grounding and pavement marking. The entire paved surface of the existing ramp shall be removed. Demolition includes removal of approximately 181,000 square feet of AC paving and 97,150 square feet of PCC paving. New PCC pavement will cover approximately 31,000 square yards. Anticipated pavement section is 15 inches of Portland Cement Concrete (PCC) over a 4 inch drainage layer over 6 inch separation layer. The proposed project will be a 100% Small Business Set-Aside Competitive, Firm-Fixed Price, Construction Contract procured in accordance with FAR 15, Negotiated Procurement using Best Value, Low Price Technically Acceptable procurement procedures. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $5,000,000 and $10,000,000. Estimated duration of the project is 270 calendar days. The North American Industry Classification Code (NAICS) for this procurement is 237 -- Heavy and Civil Engineering Construction/237310 -- Highway, Street, and Bridge Construction. The Small Business Size Standard is $33,500,000.00. Classification Code: Y -- Construction of structures and facilities. The acquisition will be conducted under a competitively negotiated source selection. Both a technical proposal and a price proposal will be required. Evaluation factors may consist of the following: Experience on Similar Contracts; Past Performance; Technical Approach, Methods, and Procedures; Schedule; and Corporate Management Structure. The aforementioned evaluation factors may not be all inclusive. All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.
